"The right to buy provisions set out in the Housing and Planning Bill remain scant in detail, but are predicated on a funding basis which requires authorities to sell 'high value housing that is likely to become vacant during the year'. The existence and value of such stock, which could otherwise be put to beneficial use or to fund other pressing local needs, is likely to have a huge impact on local authority finances and the availability of housing stock for those in need of social housing. Its provisions do not guarantee a net increase in housing stock or the ability ensure that there is no decrease in affordable housing."
